With reference to the FV-1 Dev Board schematic, what is the purpose of resistors R7, R8? Are they to allow the output capacitors to charge during power up when there is nothing physically connected to the output connectors?

If yes, can they be removed for designs where the output feeds other internal circuitry?

For the capacitors, can the value be changed to 0.47uF provided the input impedance of the following stage and the time constant for the capacitor charging meets the specification as laid out int he data sheet?

You can make any changes as required for your use but be aware that the DAC is a sigma-delta so it will require some low pass filtering to remove the out of band noise.
