Both EPROMS have no connection to the write protect pin, should be either ground or +V but that should not effect the switching. Check that your switching is actually putting out the correct binary for all 8 positions. I would use 22k pull down resistors instead of 100k. (but 100k should work). Have you got all the switching diodes in the correct way?
