Well, based on the pedals they say they used I suppose it is possible. Would probably take a lot of work to create the harmonic generator.

Using Frank's octave up and down program from this thread
http://www.spinsemi.com/forum/viewtopic.php?t=116 with your guitar's tone rolled down and some sort of modulation effect after it gets you some of the way there. It's not anywhere near as convincing as the Hog but it's a start.
