What is T1 pin function?

Please, tell me somebody, what for the T1 pin? Why I should tie it to the ground? May be, this pin is the way to program internal ROM?

Just tie it to ground like the datasheet says, there is nothing that a user can do with the pin. If you tie it high you will damage the chip.
