I need to delay the startup of the FV-1 until other portions of the circuit are initialized so as to keep supply current low.

Is there a way to keep the FV-1 from drawing current (without removing Vcc)?

Nope, the internal reset runs once power is applied.

There may be a way, how long do you need to delay the start up of your FV-1? You could use a capacitor to introduce delay as soon as the Vcc is applied. Or you could use a series of logic gatesto have the desired delay you’re looking for. You could also have a timer switch to have the delay you want.
