It is imperative to use the tps3820 in Development System? Because this not find in my town

Why are you trying to build a dev board? Should be easier and cheaper to just buy one. If you build one it will not work with SpinAsm as you would need all the firmware to program up the devices. Best to use a programmer to program the 24lc32a eeprom and not try to copy the dev board.
