We need a lot more info such as was it working in the past? What version of Windows? Has anything, and I mean anything no matter how small, changed on the computer? With SpinASM running have you tried unplugging then plugging it back in?
As ice-nine said that is not a dev board, no idea what that is, never seen it before. SpinAsm is only designed to work with the Spin dev board, you can write a hex file to program into the eeprom through other s/w.

A quick look at the picture of the programmer you have shown I would say yes it can program a 24 series EEprom but you will have tolearn how to use the software that programmer uses.
Surely you got (or will get) some paperwork and software with it, I can't answer fully your question from a picture and no other information provided. RTFM that came with the device.
